Every excavation we do is graded with drainage in mind. Water has to have somewhere to go, or it'll go where you don't want it (into a basement, under a slab, through a foundation).
Frost footings to 48 inches. Water lines to 7 feet. Electric to 24 inches. No guessing. Code is a floor, not a ceiling.
